Summary:  

To support the implementation of the District’s ESSER grant funds (Elementary & Secondary School Emergency Relief Fund). This position will develop and manage complex spreadsheets and databases; create comprehensive reports for forecasting, trending, and results analysis; prepare financial statements, budget and expense reports, and project completion reports; analyze grant expenditures and evaluate outcomes of grant funded activities.  In addition, this position will provide technical assistance and grant support to a variety of stakeholders.

Essential Functions:

  • Budget Management
    • Manages the daily budget tasks for all ESSER grants
    • Weekly budget management, expenditure review and tracking of budget activities
    • Completes budget journal entries, uploads, and transfers
    • Utilizes complex electronic financial information from district systems and databases
    • Reviews and ensures data and other pertinent information is accurate
    • Assists in planning and budget forecasting
    • Manages/coordinates purchase orders with Academic Services classified support team
    • Tracks orders, closes out purchase orders, monitors all inventory
    • Reviews, tracks and submits invoices and receipts for payment
    • Monitors staff pay from grants and resolves payroll issues as needed
    • Coordinates stipends with Academic Services classified support team
    • Tracks stipend submissions from schools
  • Grant Compliance/Project Oversight
    • Assists with grant program compliance requirements and audits including reporting, documentation and tracking
    • Submit grant revisions to ADE in coordination with Federal Programs Director
    • Provides technical assistance and grant support to school and district administration
    • Collaborates with Finance to review expenditures and grant activities
    • Evaluate outcomes of grant funded activities, based on established metrics, in coordination with the district and school leadership, assessment and evaluation team, and other pertinent departments
    • Maintain various databases for all related data tracking needs
    • Assist with preparation of reports and studies for the purpose of providing information to the Governing Board, Superintendent, and other stakeholders
    • Coordinates grant activities with a variety of district departments including Payroll, Purchasing, Finance, Human Resources, Transportation, Capital Projects, MIS, Nutrition Services, etc.
  • Time & Effort Reporting for ESSER Funds
    • Assists with the district Time and Effort Reporting process
    • Analyzes employee data to facilitate the generation of certification documents
    • Serves as a point of contact for questions/troubleshooting with staff
    • Collects all Time and Effort forms and organize submissions for grant manager review
    • Coordinates with the internal auditor to ensure compliance with federal and district guidelines

 

  • Private School Services in ESSER I
    • Budget planning and management as well as all procurement of goods and services (POs, invoice reconciliation, inventory tracking)
    • Provide budget support and technical assistance for ESSER I funding to 18 participating private schools, located throughout Maricopa County.

Knowledge & Experience:

 

  • Experience and knowledge of school business management
  • Experience and knowledge with grants management and USFR guidelines
  • Effectively use a variety of computer programs to include, but not limited to: Excel and MUNIS accounting software, Power BI Reports, Microsoft Office applications, Google Suite and data collection.
  • Complex databases, spreadsheets, financial systems
  • General accounting and mathematic functions
