Summary:

With general direction, incumbent will oversee the management of contracts and intergovernmental agreements for the District and manages the coordination of critical fiscal and legal data to ensure compliance with these agreements. In addition, incumbent oversees and manages the Capital Project budgets for operating, bond and capital improvements.  Incumbent also provides administrative assistance to the Assistant Superintendent of Business Services when needed.

 

Essential Functions:

  • Coordinates, monitors, and manages the District’s contracts, bond disclosure requirements, and intergovernmental agreements to ensure compliance and timely approvals.
  • Manages long-term leases of District property and annual leases to include developing cost estimates, coordinating lease information with the Assistant Superintendent of Business Services and explaining requirements and charged amounts to the interested parties.
  • Develops and manages detailed bond and capital project budgets and determines appropriate funding sources.
  • Reviews and prepares invoices, pay applications, change orders, allowances, final payments, and close out documents for construction projects.
  • Prepares and submits documentation to the Arizona School Facility Board for required reports and ensures the reports are accurate.
  • Formalizes and updates facility asset information in the Asset Planner program and coordinates annual project status with the Fixed Asset Manager for financial reporting.
  • Manages Capital Projects Department budget, oversees purchases, prepares purchase orders, reviews invoices, submits budget transfers, and assists Assistant Superintendent of Business Services with department budget recommendation for fiscal year.
  • Assists with the preparation and completion of audit related reports.  Develops comprehensive reports, databases and spreadsheets for business services. Utilizes complex electronic financial information from District systems and databases.
  • Provides administrative assistance to the Assistant Superintendent of Business Services to include drafting routine responses, directing inquiries to the appropriate official for response, identifying sensitive issues, and bringing them to immediate attention of the Assistant Superintendent of Business Services. 
  • Coordinates departmental calendar, purchasing and invoice approval for Business Services. 
  • Maintains confidentiality and appropriate discretion with information and documentation. 
  • Assists with the development of handbooks detailing procedures for business service departments and functions.
  • Other job-related duties as assigned.

Required Qualifications:

To be eligible for this position, an applicant must meet the following required qualifications.  In addition, verification of these required qualifications is necessary.

  • High School Diploma;
  • One year of experience in a school district finance-related field;
  • Valid Arizona Department of Transportation driver’s license.

Preferred Qualifications:

It is preferred that applicant possesses the following preferred qualifications; however, the following qualifications are not required to be eligible for this position.

  • Associate’s Degree in Business, Finance, or related field;
  • Three years of experience in a school district finance or project management field.
