Summary:    Under general direction, incumbent(s) provides leadership, supervision, and coordination of federal programs and grants.  The Director works collaboratively across the school system to ensure program quality and compliance, specifically with grant and other funding sources as they become available, that are intended to supplement the core instructional programs of the district. The Director supervises the Federal Programs Budget Manager and the Equitable Services and Federal Programs Coordinator.

 

Essential Functions:

  • Oversees the implementation of federal grant programs including Title I, IIA, III, IVA, VI. Collaborates with school and departmental staff members to ensure delivery of federal programs to schools, students, and families.  
  • Leads grant budget planning and forecasting. Develops and manages complex spreadsheets and databases; creates comprehensive reports for forecasting, trending, and results analysis; prepares financial statements, and project completion reports; analyzes grant expenditures and evaluates outcomes of grant-funded activities.
  • Reviews budget reports, expenditures, and tracking of budget activities. Reviews and approves purchase orders, invoices, and receipts for payment. Monitors staff pay from grants including salaries and stipends and resolves payroll issues as needed. Supervises the Federal Programs Budget Manager.
  • Oversees Private School services and consultation process to ensure Equitable Services are provided under Title grants. Supervises the Equitable Services and Federal Programs Coordinator.
  • Supports the coordination of the district and school Continuous Improvement Process.  Provide technical assistance for completion of planning and compliance requirements such as CNAs, SIAPs, and LIAP.  Manage submissions and revisions of these tools in the ADE Grants Management System.
  • Leads the district Title I Task Force in collaboration with department leaders, principals, and the Superintendent’s Office.
  • Communicates status of federal grants to Governing Board, school leaders, departments, parents, staff, and community.
  • Writes and edits grant proposals, annual reports, and district applications. Ensures all reporting is accurate and submits reports to fulfill appropriate requirements. Completes AZ Department of Education Grants Management submissions.
  • Consults with the Finance Department in the development of the budget applications associated with all federal programs including applying district budget process, grants, and funding sources related to outside agencies and ensuring that resources are used appropriately.
  • Oversees grant program compliance requirements and audits including reporting, documentation and tracking. Develops and revises processes, policies, and forms.
  • Manages the district Time and Effort Reporting process including analyzing employee data to facilitate the generation of certification documents; providing training to employees; and coordinating with the internal auditor to ensure compliance with federal and district guidelines.
  • Collaborates with a variety of district departments, including Superintendent’s Office, Academic Support, Academic Services, Curriculum and Instruction, Payroll, Purchasing, Business Services, and Human Resources
  • Attends meetings and seminars to remain current on all procedures related to each program, including those indicated by ADE. Ensures that all programs, procedures, and practices are in compliance with federal, state, and LEA regulations. 
  • Facilitates and conducts a variety of meetings and training activities for principals, school staff, departments, and project leaders regarding program compliance, applying best practices, involving parents in the educational process, and ensuring that all programs are working toward the District goals
  • Performs other duties as required.

 

Required Qualifications:

 

To be eligible for this position, an applicant must meet the following required qualifications.  Verification of these required qualifications is necessary.

  • Bachelor’s degree in Elementary Education or related field;
  • A minimum of three (3) years’ demonstrated leadership experience
  • Three (3) years’ experience in grants management;
  • Experience in continuous improvement processes.
  • Experience with instructional programs.

 

Preferred Qualifications:

 

It is preferred that applicant possesses the following preferred qualifications; however, the following qualifications are not required to be eligible for this position.

  • Master’s degree in Educational Leadership, Educational Curriculum and Instruction, or related field;
  • Five years teaching in an public school district
  • Valid Arizona Department of Education Teacher Certificate;
  • Valid Arizona Department of Education Supervisory Certificate.

  • Ability to analyze and interpret complex data. Demonstrates strong organizational skills that are detail-oriented.
  • Utilize effective communication skills to deliver understandable messages to various audiences; Writing is clear, concise, accurate, and technically correct.
  • Engaging and encouraging communication and customer service skills while interacting with supervisors, staff, students, etc. to exchange information.
